In Pittsburgh, for example, an ambitious plan adopted in 2018 outlines objectives like 100 percent renewable energy in municipal facilities by 2030, a fossil-free fleet, and zero-waste operations. But setting goals is one thing. Implementing the programs and infrastructure needed to reach them is another \u2014 and that work costs money.\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cWe had a large, ambitious agenda, but very little resources that went alongside it,\u201d<\/span><\/i><span style=\"font-weight: 400;\"> says Grant Ervin, Pittsburgh\u2019s former chief resilience officer who oversaw creation of the 2018 plan. <\/span><i><span style=\"font-weight: 400;\">\u201cFollowing the completion of our resilience strategy and our climate action plans, we were asking the question: Where is the money to help implement these different initiatives that we had identified?\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Answering that was tricky for this midsize post-industrial city, which was designated as \u201cfinancially distressed\u201d from 2003 until early 2018. For Ervin, the challenge went beyond raising funds for new initiatives. He wanted to ensure the city\u2019s spending \u2014 all of its spending \u2014 aligned with its climate and equity promises. <\/span><i><span style=\"font-weight: 400;\">\u201cIf we\u2019re going to address the climate challenge,\u201d he remembers thinking, \u201cwe\u2019re going to have to start to leverage our existing resources to do the things that we know we need to do.\u201d<\/span><\/i><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For Steel City, that meant scrutinizing its entire spending plan through a climate lens\u00a0with the help of a method called\u00a0<\/span><a href=\"https:\/\/www.nrdc.org\/experts\/jay-orfield\/climate-pittsburgh-puts-its-money-where-its-goals-are\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">priority-based budgeting<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><b>The challenge: budgeting for a cause<\/b><\/p>\n<p><span style=\"font-weight: 400;\">There are several ways an organization can slice its budget. One common approach is\u00a0<\/span><a href=\"https:\/\/www.datarails.com\/finance-glossary\/incremental-budgeting\/#:~:text=An%20incremental%20budget%20is%20a,for%20some%20increase%20in%20costs.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">incremental budgeting<\/span><\/a><span style=\"font-weight: 400;\">, wherein the previous year\u2019s budget provides the baseline for the next, with incremental adjustments. It\u2019s easy to imagine how that might lead to inefficiencies when line items get carried over year after year.\u00a0<\/span><\/p>\n<div class=\"visibility-wrapper-970-to-300\">\n<div id=\"div-gpt-ad-1652553476095-0\"><script>\n    googletag.cmd.push(function() { googletag.display('div-gpt-ad-1652553476095-0'); });\n<\/script><\/div>\n<div id=\"div-gpt-ad-1622053269469-0\" class=\"ad-float-left\"><script>\n    googletag.cmd.push(function() { googletag.display('div-gpt-ad-1622053269469-0'); });\n<\/script><\/div>\n<\/div>\n<p><span style=\"font-weight: 400;\">Priority-based budgeting, on the other hand, maps every single dollar a city spends to a specific program \u2014 everything from \u201c<\/span><a href=\"https:\/\/budget.pittsburghpa.gov\/explore-budget#explore\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">rodent baiting<\/span><\/a><span style=\"font-weight: 400;\">\u201d to recycling collection \u2014 then scores each one according to how it achieves the city\u2019s priorities. Although the method could be used in the private sector, it was developed for local governments, which work toward the common good rather than a profit margin.\u00a0<\/span><\/p>\n<h3 style=\"text-align: center;\"><span style=\"font-weight: 400;\">\u201cWe\u2019re going to have to start to leverage our existing resources to do the things that we know we need to do.\u201d <\/span><span style=\"font-weight: 400;\">\u2013 Grant Ervin<\/span><\/h3>\n<p><i><span style=\"font-weight: 400;\">\u201cThere are so many societal objectives that are really up to local governments to mount a charge to try to solve,\u201d<\/span><\/i><span style=\"font-weight: 400;\"> says Chris Fabian, who developed the approach to budgeting around 2010. After years in the public sector, he saw that municipal budgets were not designed to reveal how much money was going toward objectives like climate action, equity, or resilience. Such efforts were often bundled into many different line items, making accountability difficult. He wanted to develop a system that would help cities see how they could redistribute resources to finance their top priorities \u2014 from general goals like fostering safe, healthy communities to specific projects like addressing homelessness.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Fabian cofounded the software and consulting company\u00a0<\/span><a href=\"https:\/\/www.resourcex.net\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">ResourceX<\/span><\/a><span style=\"font-weight: 400;\">\u00a0in 2015 and has since helped over 300 local governments across the U.S. and Canada adopt priority-based budgeting. Common priorities the company helps cities advance include equity, safety, and thriving economies. <\/span><i><span style=\"font-weight: 400;\">\u201cIt does vary,\u201d <\/span><\/i><span style=\"font-weight: 400;\">Fabian says. <\/span><i><span style=\"font-weight: 400;\">\u201cIf you go into some conservative communities, they might not feel that they have a role in economic vitality. They\u2019re like, \u2018The business sector should figure it out on their own.\u2019 Whereas other places invest heavily in visitors bureaus and convention centers and so on.\u201d<\/span><\/i><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Climate, he says, is something of a new focus for the municipalities he and his teamwork with. In 2020, Pittsburgh became the first to use the process to develop a climate-first budget for the entire city.\u00a0\u00a0<\/span><\/p>\n<p><b>Pittsburgh\u2019s goal: a zero-carbon budget<\/b><\/p>\n<p><span style=\"font-weight: 400;\">When Ervin worked for the city of Pittsburgh, he visited towns around the world to learn how they were integrating climate priorities into their spending.\u00a0<\/span><a href=\"https:\/\/www.fastcompany.com\/90410124\/how-oslo-manages-carbon-emissions-like-it-manages-money\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Although some Scandinavian cities<\/span><\/a><span style=\"font-weight: 400;\">\u00a0employ \u201ccarbon budgeting\u201d \u2014 a greenhouse-gas accounting system that resembles a fiscal plan \u2014 Ervin never found an example of a comprehensive financial plan that accounted for climate and equity priorities.\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cOne of the things that we had as a goal was to eventually have a zero-carbon budget\u201d<\/span><\/i><span style=\"font-weight: 400;\"> \u2014 one that wouldn\u2019t cause any net increase in carbon emissions \u2014 says Will Bernstein, who became an advisor to Pittsburgh through its participation in Bloomberg Philanthropies\u2019 <\/span><a href=\"https:\/\/www.bloomberg.org\/environment\/supporting-sustainable-cities\/american-cities-climate-challenge\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">American Cities Climate Challenge<\/span><\/a><span style=\"font-weight: 400;\">, and is now the city\u2019s climate and energy manager. <\/span><i><span style=\"font-weight: 400;\">\u201cBut we didn\u2019t really know exactly how to get there in terms of understanding the budget, and how you construct that and how you measure that.\u201d<\/span><\/i><span style=\"font-weight: 400;\"> With the help of a $50,000 grant from the challenge, Pittsburgh hired ResourceX to pursue its goal.\u00a0\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cThey reached out and said, \u2018We found you guys through a Google search,\u2019\u201d<\/span><\/i><span style=\"font-weight: 400;\"> Fabian recounts, <\/span><i><span style=\"font-weight: 400;\">\u201c\u2018and it seems like you might have the tool that we\u2019re looking for, to get budget alignment toward a priority. Have you ever done it on climate?\u2019\u201d\u00a0<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Over a period of roughly three months in the fall of 2020, city officials tracked nearly every dollar in the $600 million operating budget to a specific program, then scored each program against Pittsburgh\u2019s climate and equity priorities. Of 27 departments, only four did not participate in the process. Then, in early 2021, over 50 representatives from those departments joined a series of workshops to pitch ideas for where costs could be cut and revenue generated, and how that money could finance the city\u2019s climate goals. <\/span><a href=\"https:\/\/medium.com\/delivery-associates\/pittsburghs-climate-budget-5c184764868f\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Pittsburgh identified $41 million<\/span><\/a><span style=\"font-weight: 400;\">\u00a0that could be reallocated toward climate and equity initiatives. However, those dollars didn\u2019t move right away \u2014 and some still haven\u2019t.\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cSometimes it\u2019s difficult to see a one-to-one transition<\/span><\/i><span style=\"font-weight: 400;\">,\u201d says Patrick Cornell, deputy director of Pittsburgh\u2019s Office of Management and Budget. The goal of a priority-based budget isn\u2019t necessarily to kill any program that doesn\u2019t score highly and move the money to ones that do. Courtesy of The City of Pittsburgh<\/em><\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">One example of a relatively straightforward shift is electrifying the city\u2019s fleet. <\/span><i><span style=\"font-weight: 400;\">\u201cCurrently, any sedans that need to be replaced are being replaced with electric,\u201d <\/span><\/i><span style=\"font-weight: 400;\">says Rebecca Kiernan, assistant director of the Department of City Planning, who leads the sustainability and resilience division. But, she adds, the budget is always tight,\u00a0and the city was already decades behind in updating its fleet. She and her team are also accelerating the EV transition with the help of federal money. This year, the city is getting eight electric recycling trucks, with funding from the American Rescue Plan and the EPA\u2019s\u00a0<\/span><a href=\"https:\/\/www.epa.gov\/air-quality-implementation-plans\/targeted-airshed-grants-program\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Targeted Airshed Grants Program<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><i><span style=\"font-weight: 400;\">\u201cThose are gonna be our first [electric] heavy-duty fleet vehicles. So that\u2019s really exciting,\u201d <\/span><\/i><span style=\"font-weight: 400;\">Kiernan says.<\/span><\/p>\n<div id=\"div-gpt-ad-1622053479374-0\" class=\"ad-float-left\"><script>\ngoogletag.cmd.push(function() { googletag.display('div-gpt-ad-1622053479374-0'); });\n<\/script><\/div>\n<div>\n<p><span style=\"font-weight: 400;\">Eliminating paper contracts \u2014 something Ervin called \u201cmaster of the obvious\u201d \u2014 is an example of changing the way work gets done. A\u00a0<\/span><a href=\"https:\/\/triblive.com\/local\/peduto-proposes-legislation-to-require-e-signatures-socially-responsible-procurement-practices\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">city ordinance<\/span><\/a><span style=\"font-weight: 400;\">\u00a0approved in November 2021 requires the use of electronic signatures for all city business. Not only did that free up around $50,000 a year by Kiernan\u2019s estimate, it reduced waste.\u00a0<\/span><\/p>\n<p><b>Priority-based budgeting: one tool in the box<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Pittsburgh enacted its first priority-based spending plan in 2022, a\u00a0<\/span><a href=\"https:\/\/apps.pittsburghpa.gov\/redtail\/images\/17267_2022_Operating_budget_as_further_amended.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">$615 million operating budget<\/span><\/a><span style=\"font-weight: 400;\"> that provided, among other things, the money to create Bernstein\u2019s position. The city is still quite a ways off from having a zero-carbon budget. But the priority-based approach appears to have staying power. The city will continue working with ResourceX for at least another three years, aiming to get closer with each iteration to a budget that reflects its climate and equity goals.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Prior to working with the American Cities Climate Challenge, Cornell wouldn\u2019t have considered priority-based budgeting much more than a fad. <\/span><i><span style=\"font-weight: 400;\">\u201cDifferent things become popular depending on what major cities are doing, or what is new in the thrilling world of municipal budgeting,\u201d<\/span><\/i><span style=\"font-weight: 400;\"> he says. And he admits that some departments found the process more intuitive than others. But he and his team have gotten behind the approach \u2014\u00a0so much so that he took up the mantle of pitching it to the new administration when the mayor\u2019s office changed hands in 2022. Everyone was keen to keep going with it.<\/span><i><span style=\"font-weight: 400;\"> \u201c??We\u2019re able to think more holistically about different programs that residents are concerned about,\u201d <\/span><\/i><span style=\"font-weight: 400;\">he says.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And the city has also used that holistic thinking as an opportunity to communicate more openly with residents. In the fall of 2022, Pittsburgh\u00a0<\/span><a href=\"https:\/\/budget.pittsburghpa.gov\/explore-budget#explore\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">launched a public-facing tool<\/span><\/a><span style=\"font-weight: 400;\">\u00a0that allows anyone to explore the city\u2019s new priority-based budget and see how various city-funded programs benefit residents. <\/span><i><span style=\"font-weight: 400;\">\u201cThat\u2019s a brave act,\u201d <\/span><\/i><span style=\"font-weight: 400;\">says Erik Fabian, Chris\u2019s brother and the business development manager at ResourceX. \u201cIt\u2019s transparent \u2014 some programs are more aligned than others.
